A yes vote on 2A Revenue for Roads is a major step toward improving and maintaining the city of Pueblo’s roads. The longer we wait to fix the small problems, the bigger and more expensive they become. It costs eight times more to fix a road than to maintain it. A yes on 2A ensures the excess money is used to support Pueblo’s growing infrastructure needs without raising taxes while minimizing repair costs down the line. It’s worth it to invest $6.61 for the security and future of our roads for generations to come.

WITHOUT IMPOSING ANY NEW TAX OR INCREASING THE RATE OF ANY EXISTING TAX, SHALL THE PEOPLE OF THE CITY OF PUEBLO BE PERMITTED TO RETAIN AND SPEND UP TO $576,609, THE AMOUNT OF CITY REVENUES RECEIVED IN FISCAL YEAR 2020 AND ABOVE THE 2020 FISCAL YEAR REVENUE AND SPENDING LIMITATIONS, FOR ROAD REPAIRS AND IMPROVEMENTS WITHIN THE CITY AND FOR FISCAL YEAR 2021 AND THEREAFTER, SHALL THE CITY OF PUEBLO BE PERMITTED TO COLLECT, RETAIN AND SPEND THE FULL AMOUNT OF CITY REVENUES RECEIVED FROM ALL SOURCES, INCLUDING ALL INVESTMENT INCOME THEREON, WITH THE CITY’S COMMITMENT TO SPEND A MINIMUM OF $5,000,000 ANNUALLY FOR STREET MAINTENANCE AND REPAIRS AND ROAD IMPROVEMENTS WITHIN THE CITY, ALL AS VOTER APPROVED REVENUE CHANGES AND EXCEPTIONS TO THE REVENUE, SPENDING AND OTHER LIMITATIONS OR CONDITIONS WHICH WOULD OTHERWISE APPLY PURSUANT TO ARTICLE X, SECTION 20 OF THE COLORADO CONSTITUTION OR ANY OTHER LAW.

What should I know about this issue? 

Article X, Section 20 Colorado Constitution (commonly referred to as the Taxpayer Bill of Rights or TABOR:
• Prohibits new taxes or increases without a vote of the people,
• Places limitations on the amounts that governments can collect and spend even if there is not an increase in taxes or the tax rate, and
• Limits collection and spending to inflation plus growth

If Ballot Issue 2A passes:
• Without raising taxes, the City of Pueblo keeps $576,609 in 2020 TABOR excess to be used for Road Repairs.
• The City of Pueblo would continue to collect, retain, and spend the full amount of revenues in 2021 and future years.
• A vote of the people in the City of Pueblo is still required to raise taxes or tax any additional items.
• Estimated amount available for street repairs in 2022 ($10 million) include:
✓$2.8 million from the Street Repair Utility Enterprise,
✓$2.2 million from the Colorado HUTF (Highway Users Tax Fund), and
✓$5 million in excess revenue (projecting a 10% increase in sales tax revenues)

What is the impact if Ballot Issue 2A does not pass?

If Ballot Issue 2A does not pass, the City of Pueblo will be required to:
• Refund excess revenues ($576,609) collected in 2020 (estimated at less than $6.61/resident over 18 years of age) plus the excess 2021 revenues to City of Pueblo property owners,
• Excess revenues collected would not be available for roads.

• Candytuft Boulevard
